Your user account is not named Administrator, though, is it? You probably don't have the built-in Administrator account turned on (it's off by default). Before you do that, though, you can try some other things. Go to your current user account, as directed in the previous post, and rename the two Adobe folders, reboot and restart ID. New folders should be created, and hopefully the permissions will be correct. If the shortcuts still are not there.
If that doesn't work, delete or rename the new Adobe folders created in the previous attempt, go to Users in Control Panel and create a new user account with and make it an administrator, then log on with that account and start InDesign. If the shortcuts work, copy the Adobe folders to your original user account.
Still not working? Make sure you are logged in on your regular account. On each of the two Adobe folders in your user profile right-click and choose Properties, then the Security tab. Verify that your user and System both have full control.
Still not working? Time to activate the Administrator Account.
Set a Restore Point before you do any of this stuff, just in case....
