I don't have my notes with me but if you will go into CC desktop app preferences, click on the App tab, you will see a drop down menu of languages. Choose and install English-Hebrew and in Photoshop Preferences > Interface > UI Language that should be a choice aside from English in the drop down menu. Restart Photoshop.
