For a folder, the images can either be in date or name order.
For what you want to do, you need to use albums.
You can make an album from a folder by right clicking on the folder name and selecting Create an Instant Album. An album of the same name will appear under Local Albums. (note copies of the images are not made, it just indexes the ones in the folder)
Select that new album and the sort order should be set to Album Order. You should now be able to drag the images into any order you want.
Note that this album order only exists within elements. If you look at the folder using other tools, the settings of that tool decides the order.
