Is there an export setting to force a video player to use 16-235 or 0-255 luminance levels ?

I have tried searching this for the past 3 hours but it all remains quite a mystery.

When I export a video to Youtube (example), it shows right in Firefox and Explorer but wrong in Chrome. In Chrome black is gray an white is light gray. I see a lot of videos on the internet with the same problem (also on Vimeo). The thing is, that other videos DO show the right colors in all three browsers. How do they do that?

 

I select the proper Youtube preset in Premiere and export it. I have never found a way to set the color levels to 16-235 or 0-255. It's simply not in the export settings.

 

I was wondering when I change the colors to 16-235 (HOW?...) if it would look right? I would expect that it would look even more grayed out, but the weird thing is that if I force 0-255 levels with the videocard settings, it does look correct! That is exactly the other way around as I would have expected. (But it still looks grayed out with most other Chrome users and that is what I am trying to prevent.)

 

In my case I am using DSLR material from a Canon 600D @ 1080p 29,97fps.
