We have the same issue too. We have a Creative Cloud license for Teams with 25 users. We sent correctly 20 invitations, but, now, the last 5 invitations are not arriving the e-mail mailboxes. We already tried to send to e-mails out of our domain and works fine. The invitations are not in spam box and it seems our domain did not block the Adobe domain. Are there any other possibility? Are there any other possibilty to associate an user to team if not receive the e-mail? Thank you.
