For an entire project:
Tap the ampersand icon ("&"), 2nd icon from the upper right > Image Size. Enter your values in pixels.
For a layer:
Tap the transform icon (looks like a plus sign with arrows on the end), 5th icon from the upper right. Use the one of the corner handles to resize; tap anywhere within the layer to move.
