NO, it's not supposed to be like that. If you have CS5, there should be a 7.0 folder in both paths. This could be part of the problem. You don't need to backup the recovery data.
I don't know if this will work, but you can try making your own Version 7.0 folder, then copy what is in the 7.5 folder into it and try to restart InDesign CS5.
