Thanks for the follow up.
But, did you try HandBrake with the bitrate adjust that cited - under Video Tab, just dotting the Average Bitrate and setting for 20000 kbps.
If you could send a sample by way of a Dropbox link in this thread, that would be great. I would be glad for the opportunity to work with
the portion that presents in Premiere Elements with the audio video out of sync.
