Since you have had Premiere Elements 13, have you ever gotten the Status field of the burn dialog to show Ready, instead of Media
not Present for your burn to Blu-ray? If you insert a DVD disc for DVD or AVCHD, is the DVD disc recognized?
These Media Not Present in burn to in the Premiere Elements Publish+Share/Disc/ area are particularly frustrating.
There is no one fix for the problem.
1. The change disc approach has not worked for you.
2. Have you verified that your LG burner has the latest firmware updates and related updates?
3. Sometimes it is the case where the following will resolve the matter -
a. Deleting the Adobe Premiere Elements Prefs file or, if that does not work, the whole 13.0 Folder in which it exists.

and in the 13.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then you delete
the whole 13.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option
Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
4. Then there is the more extreme approach of uninstall, inreinstall according to the following scheme.
Make sure your have program installation files or installation disc and purchased serial number before you consider this.
a. Deactivate the program from an opened project's Help Menu/Sign Out. Close out of there.
b. Uninstall the program using the regular Control Panel way
c. Do a free ccleaner run through (regular cleaner and registry cleaner parts)

d. Reinstall the program with the antivirus and firewall(s) disabled.
Please review and consider and determine if any of the above works for you. We will think about this some more.
