I too am having the same problem.
Photoshop Elements 7 works fine on Windows 8.1 as I am running the trial version it just wont accept my serial number which is valid and was confirmed to be valid by the tech guy on the chat however the tech support was completely unhelpful. It's terrible support in my opinion as the guy sent me to this forum to resolve it. C'mon Adode!!!
