So effectively you want all the photos to be landscape? Lightroom doesn't really do this in that way, but you could use the Scale slider to add canvas, then crop to 7X5 so that the scaled bits were only on the side of the photo. If the photos are the same height, I'd collect the vertical ones into a collection as Virtual Copies. Select them all. Turn on Auto Sync, then scale and crop in Develop. Then turn off Auto Sync. When you export to JPEG, you'll get a white border either side.
