You have too much free space.
Is this the same operating system and hard drive you had before when photoshop elements 2 was working?
Anyway, the most convenient solution would be to upgrade/buy a newer version of photoshop elements.
Photoshop elements 6 thru 13 should work on windows 7 and you wouldn't have to worry about the amount of free space on your hard drive being too much.
