I believe that you are getting a spinning wheel icon on the CC desktop application. Please refer to the help documents below where this issue has been addressed:
1. Re: Adobe Creative Cloud / Desktop App / Home Screen: Constant Spinning Wheel
2. App doesn’t open | Progress wheel spins continually
