You can download and install as many times as you like (though they sometimes count and limit when you keep doing it repeatedly). You will be limited to activating the installations on two machines. If the two installations were not deactivated then that is something you will have to deal with first.
Adobe support has the ability to deactivate inaccessible installations. Start Here If after selecting relevant responses you are unable to find a solution, choose "Still need help? Contact us." and the chat contact option.
