That's most likely a bad monitor profile, either from the install CD that came with your monitor, or Windows Update.
If you don't calibrate and profile your monitor, always use sRGB and not the manufacturer profile. They're frequently broken. See this thread: http://forums.adobe.com/message/5929632?tstart=0#5929632
