You might need to locate the file you exported from the Pantone manager and install it into the appropriate folder manually.
To find that folder, just use the swatches panel and save a swatches library. In the dialog box you'll see the automatically chosen folder. That's the one you need to move your Pantone library.
You'll then find that library in the "custom" section of the library menu.
