Actually, after looking at your screenshot again, it seems that is photoshop elements 12, rather than photoshop elements 13.
In photoshop elements, you can go to Help>System Info and look at the top of the list where it says Adobe Photoshop Elements Version to see.
Anyway, the 12.1 update on the windows side has that issue.
