adobe camera raw, a part of the photoshop application, will allow you to paint on any area. While not allowing VIBRANCY as such in this brushing mode, it does allow exposure, contrast, saturation, and color selection on the brushed area. It also allows some erasing/addition of brush strokes.
Try it, it won't cost additional money and it may be useful to you.
